A Bumla Pass Tourist Permit is a mandatory travel document required for tourists visiting
Bumla Pass (India-China border) in Tawang district, Arunachal Pradesh. The permit is
issued by the District Administration and must be obtained before your visit.
Yes. Non-APST (Non-Arunachal Pradesh Scheduled Tribe) visitors are required to obtain an
Inner Line Permit (ILP) or e-ILP before entering Arunachal Pradesh. APST residents do not
need an ILP. The Bumla Pass Permit is a separate, additional document required on top of
the ILP.
The documents required depend on your vehicle type:
- Private Vehicle: Driving License (DL), Registration Certificate (RC), and Vehicle Insurance — all as PDFs.
- Commercial Vehicle (Taxi): Taxi License and Permit — as PDFs.
- Government Vehicle: RC, Insurance, and Official Authorization Letter / Duty Slip — as PDFs.
A visitor fee of ₹100 per person is required after your application is
verified and cleared. This fee is collected by the district administration and is used
for solid waste management and to support sustainable tourism in the region.
A single permit application can include up to 6 travelers. If your group
has more than 6 members, please submit separate applications.

Bumla Pass is generally accessible from April to October. During winter months
(November to March), heavy snowfall may block the road and permits may be temporarily suspended.

planning your visit.
Mobile network connectivity is very limited or unavailable at Bumla Pass and along the route.
BSNL has the widest coverage in the Tawang region. It is strongly recommended to
complete all online formalities, including permit applications and payments, before departing from
Tawang town.
